A MOTION
To enact the bill "Legislation Archive Act"
Introduced into the Council of State of the Union of Democratic States on the 29th of April, 2023, by @Zukchiva
As follows:
RECOGNIZING that UL-002 is in an out-of-date format and references non-existent entities,
UNDERSTANDING that the Union wishes for a new type of Union law,
CONTENDING that corrective measures must therefore be taken,
BELIEVING it easier to start anew with this law,
BE IT ENACTED by the Council of State:
Section 1: General Provisions
1. The Administration Team, with help from the President, shall be tasked with the upkeep and maintenance of a Law Library which shall include all current active laws in their most current state and all motions passed by the legislature.
Section 2: The Law Dispatch
1. Upon the passage of any law, motion, resolution or such similar action by the legislature (or a chamber of the legislature), the President shall write the code for a dispatch in NationStates archiving and recording the relevant action and present it to the admins for posting.
a. The Dispatch must be fully coded and formatted before submission to an administrator.
b. The President may delegate this task to their Vice President, or to any other person they believe can accomplish this task.
c. In the absence of the President, their Vice President, or such a person who is recognized to be acting as the President shall execute this action.
d. Upon a law, motion or resolution being repealed or amended, the President is tasked with informing the Administration Team that an update is required.
Section 3: The Legislative Library
1. The Legislative Library shall be located on the forum.
2. Upon the passage of a law, resolution, or such similar motion by the legislature, the President shall add said law to the legislative library;
3. The President may delegate this task to a person, or a group of individuals that they believe can accomplish this task.
4. Upon a law, motion or resolution being repealed or amended, the President is tasked with providing an appropriate update to the specific former law document(s).
Section 4: Standardization of Laws
1. Any laws that are passed for the purpose of being nation-oriented roleplay and shall not have a practical effect on regional governance shall be non-binding to the Union's government/citizens and shall begin with RL-### (Roleplay Law).
2. Any laws passed for any purpose outside of being a law revolving around nation-oriented roleplay shall begin with UL-## (Union Law).
3. Any resolutions by the Council of State shall be numbered CR-### (Council Resolution).
Section 5: The Archivist
1. The President shall appoint one Chief Archivist as a designated appointee to assist in the handling of all legislative archive matters.
2. The Chief Archivist may appoint one or more Archivists to help with their duties.
3. The Chief Archivist shall continue serving across Presidential terms, until they either resign or are explicitly and publicly removed by the President. The same shall be said for any Archivist, although Archivists may also be removed by the current Chief Archivist.
Section 6: Enactment
1. Upon enactment, UL-002 Legislative Archive Act shall be repealed, albeit all laws repealed by UL-002 shall remain repealed.
2. The current Council of State Rules of Procedure as of the date of this law’s original passage, coded as SR-12, shall become CR-01.
