A MOTION

TO AMEND RULES OF PROCEDURE OF THE SENATE

Introduced into the Senate of the Union of Democratic State on the (whatever applicable, please fill it out Isles) of (whatever applicable but probably March, fill this out whenever you introduce it)2021 by We The People


Preamble

ACKNOWLEDGING that the Senate currently has separate debate and amendment periods
NOTING that the General Assembly has successfully abolished amendment periods
BELIEVING that separate amendment and debate periods are merely a waste of time
CONCLUDING that the Senate shall follow suit

THE FOLLOWING AMENDMENTS ARE MADE:

SECTION 1: Definitions and Short Title

This may be referenced to as “ Changes of Senate procedures of 2021”

Section 2: Provisions


SECTION 1: Amendment periods

  1. Clauses 5 and 6 under section 7 of the Rules of procedures shall be struck out completely
  2. Subclause C under clause 10 of section 7 shall be struck out completely
  3. Clause 4 of section 7 shall be amended to read ” The speaker shall then declare the bill open for discussion by other Senators, who may then formally and respectfully declare their views on the bill at hand, as well as propose amendments”
  4. Subclause B of clause 9 of section 7 shall be amended to read ”” If no amendments are passed and the bill is then approved by the Senate, the bill shall be delivered to the President.”
  5. Subclause C of clause 9 of section 7 shall be amended to read ”If one or more amendments are passed, the bill shall be returned to the General Assembly.”
  6. Clause 7 of section 7 shall be amended to read ”Upon conclusion of the debate period the Speaker shall move the bill to the voting period which will last 48 hours. If the bill has proposed amendments there will be two distinct voting periods. The amendments will be voted on individually in a single voting period.”
  7. Subclause B under clause 10 of section 7 shall be amended to read ”A debate period concerning the amendments introduced by the General Assembly will be commenced by the Speaker. No new amendments may be proposed during this debate period”
