A MOTION

To amend the “Council of State Rules of Procedure”
Introduced into the Council of State of the Union of Democratic States on the 18th of June, 2023, by Guess and Check
As follows:


RECOGNIZING that it is integral the Rules of Procedure remain updated in lieu of Constitutional changes,
BE IT ENACTED by the Council of State:



1. All mentions of “councillor” or “councillors” shall be changed to “citizen” and “citizens” respectively.

2. A new clause shall be added to Section 1 reading: “Citizen(s)” shall refer to any citizen(s) who is in good standing with the Council.”

3. Section 3, clause 4 shall be struck null and void.

4. Section 3, clause 1 shall have the phrase “Upon reception of an item from any citizen” be changed to “Upon reception of an item from any citizen (regardless of their standing with the Council)”.

2. Section 4, clause 3 shall be amended to:
“3. Voting shall last for a minimum of 24 hours and a maximum of 72 hours. The Speaker may close the vote at their discretion after 24 hours if three citizens including the Speaker have voted.
a. Citizens shall be able to vote, 'Aye', 'Nay', or 'Abstain'.
b. Absent citizens shall have their votes marked as 'Abstain'.”

3. Section 5, clause 3 shall be amended to:
“3. Expulsion from the Council, a three-fifths vote must be held in the Council to confirm this punishment; an expulsion must have a specified time period in which the affected citizen loses their standing with the Council and thus cannot participate within the Council (in accordance with the Constitution), with a maximum time period of one year from the vote’s end.”

4. None of the amendments listed in this motion to amend the Council of State Rules of Procedure shall be enacted unless the Constitutional amendment proposed by Guess and Check on June 18th, 2023 passes referendum. If said Constitutional amendment does not pass referendum, these amendments shall be failed and will not be incorporated into the Rules of Procedure.
