A MOTION
to amend the Delegate Voting Act to codify the voting procedure of the World Assembly Delegate

Introduced into the General Assembly of the Union of Democratic States on the 17th of January, 2021, by Asdersland and Druing

As follows:

REALIZING that the Delegate Voting Act 2020 as written contains several serious flaws.

NOTING that these flaws include requirements incompatible with World Assembly procedure and restriction of the voting power of the Delegate beyond that necessary for the President to carry out their duties as Chief Diplomat.

ACKNOWLEDGING that these flaws must be corrected, else the Delegate will not be able to vote on World Assembly motions.

HEREBY, to create a new system to govern the voting procedure of the World Assembly Delegate,

  1. Clauses 1 - 4 of Section III shall be removed.
  2. The following shall be added to section III:
    1. The World Assembly Delegate shall vote or abstain on each World Assembly proposal after consultation with the World Assembly Advisory Board.
    2. The decision of the Advisory Board shall be non-binding on the Delegate.

  3. The President shall notify the World Assembly Delegate of a direction to vote within forty-eight (48) hours of the vote in question commencing.

Thank you, Mister Speaker. This is a simple change that makes the Delegate independent, a change both I and the President support. The unusual structure formed as a result of a failure of the Constitution to allow explicit repeal, but are necessary to ensure that there is a system in place immediately.

The important stuff I already said as part of my introduction of the bill to the Assembly - The original Delegate Voting Act is a fundamentally restrictive, controlling and unnecessary leash on the Delegate and doesn't fit the spirit of the Union at all; Obviously the bill's been through some changes because of the particular situation surrounding legislature's ability to repeal and replace, in itself a topic for another law. The provisions within this law are better aligned with the core principles of the region, with an added bonus of being a flexible platform to accommodate engagement within the region.

My first question - why are the WAAB decisions non-binding?

I generally support this Act in its amended form as I voted in favor of them in the GA, so really I think we should try to get this passed as soon as possible

As for your question Isles, I at least personally think that it is important that the delegate is allowed to defy the wishes of the advisory board, mostly Since the board likely will have few members who will have inappropiate power over the Delegate

I think the Ayes have it, the Ayes have it. The motion is approved. We now move to amendment period for 48 hours.

Considering the GA has already amended this bill, I move to close the amendment period.

Aye
